I had a similar issue - I received a ticket for driving a 2017 Prius in the HOV lane with only one person aboard in the Northern VA area on I-66. It was unusual - I owned a Prius, have family in the area and was traveling at the time. At the time I was in South Carolina, however, and my Prius was an '09 and a different color. The rigmarole I had to go through to get the ticket dismissed was beyond unreasonable.
They're missing the point but so is she. Her point, obviously, is that engaging the community pays big. Their point which they aren't actually trying to make is that they don't know how to do that and don't want to try her method. THIS meeting is their version of engaging, ALL of their version.

As a handyman I was thinking something similar. After about the third tool change, I was watching the tools more than anything and always asking: why? At a guess I'd say it's because each new tool already has the desired grit installed.
