I think it will depend if the war will go on and if they are able to make an acceptable peace treaty.
If the war goes on, I'm not sure if Ukraine is able to keep going. Europe is able to provide the normal weaponry but manpower, Intel and Starlink are missing.
If they force Ukraine to sign a really shitty compromise, I'm not sure how long peace will last and the moral consequences for NATO and the EU.

I mean you get a quite cheap workforce. Especially if you think about that they are almost 24/7 on stand by.
Also the Dutch real estate market is so broken that poor students will endure a lot before they would leave a place.
