The missing support of others is used to show how cemented the injustice is. Oh god. You read a book where a race of people was enslaved for millenia. Everyone is used to it. They are used to it, because they do not know how to live any other way. One character with a moral compass notices and is shown how difficult at is to change the status quo and your take away is that the book shows said status quo as "the right way". Do you also believe that in dune the author is showing that the giant worm guy has the right idea? Or that Umberto eco is a fan of the church?

The sweeping changes are not in the books because the books take 7 years. Correctly you do not change millenia of abuse in 7 years. It is clearly shown how Hermione is right, how people are annoyed by her and how she convinces multiple people during the books about her cause (especially Ron)...
