The remakes of the original Pokemon games, leaf green and fire Red, had a great mechanic to prevent you for getting what you did. When you saved game and fully closed the game and reopened it it would give you a recap of the last four to five actions that you did like a grayscale flashback.

I wonder if there could be a partnership with the rehabilitation center in a similar vein. The staff there would know for sure which dogs would be fine with general human interaction and under what conditions. Maybe it would help them socialize the dogs better. I don't know, I'm definitely not an expert in this stuff, but endeavors like that are labors of love and they could always use more help.
Take it one step further? There are cat cafes where you can ( in a room separate from the cafe proper ) meet the kitties and get a sense of which one is right for you if you're looking to adopt. The Purrfect Cup in New Brunswick is a good example. It's a partnership between the local rescue group and the cafe. Could the same thing work with dogs?
Have you considered digestive enzymes? Alpha Galactosidase, can find it at any drugstore, helps break down food especially carbohydrates much more quickly so it doesn't settle and cause you nausea nearly as much.

A lot of time the cat is just way too over stimulated by being in a strange environment so if they're given a chance to relax and feel at peace they become completely themselves.
