That is a juvenile monk parakeet. There are feral populations of them in many places they aren’t a native species, so this could be a fledgling from a feral nest.

It’s not even that they don’t breed in there, that part of their range is marked as “migrant/migration” depending on the map.They just refuse to live there entirely.
Unlikely, most birds have a poor sense of smell.
You would be surprised at how small of a space some animals will take shelter in.Plus some animals take smaller holes like these and expand them, so blocking them off is bad for them.
