Hmm, I was under the impression that dorsal spots meant it's not a true black widow. We get a few false widows here, and they look similar.

Are you sure? It looks like it has dorsal markings. I Don't really know, but I would guess it's a different widow. Maybe even a false widow.
As it stands many view animal abuse as a "lesser" crime, so they don't fear punishment. Harsher penalties might dissuade that belief.
I'm by no means in favor of a knee-jerk reaction, but I think putting laws on the books to cover this sort of thing would be prudent.
But, by lacking an appropriate punishment to cover these cases, they couldn't bring the perpetrator to justice even if they COULD find them.
