Since it was hard they decided to convice people to be corrupted (by forging fake documents etc) They overused power in the process and were prosecuted, sentenced to jail. They appealed. In meantime, after Law And Justice(*) party won the elections they rewarded faithful servants by presidential pardon. Now the twist: The president could pardon someone sentenced and they weren't (due to appelation). So, pardon was invalid >>
