Yep. Charitable foundations only have to pay out 5% of their asset value per year. That's an extremely low tax rate, much lower than the 13% rate on income paid by the average US taxpayer. And they can use these "charities" as slush funds. As president of the foundation, he can buy himself a couple of cars or a private jet from the funds to get around in style. Or buy expensive art and loan the paintings to his own estate. That's how they evade taxes by officially owning and earning very little.
