It's a soft surface that barely connected. The base hits the ground which absorbs most of the impact energy, if there even was any impact.
With knockouts, it's not about the force as much as it is the direction. Get the jaw or head moving a way it doesn't like and sleep time.
People can and do break hands on other peoples skulls without KO, it's not the power that does someone in.
It's about both. You aren't going to knock someone out by slapping them with a pool noodle from any direction.
