Anyone who orders such acts or commits them themselves, is guilty. Anyone who is ordered to commit such acts and carries them out for ANY reason, is guilty. Yes I know their lives may have been threatened, or their families lives, but if NO ONE followed the orders then it couldn't have happened. Anyone who sides with or defends those actions, are as guilty as the one who ordered it.
