It is possible because of his involvement in the coverup of Three Mile Island and not allowing people to document or record the health of residents afterwards; I believe the U.S. government had a responsibility to pay for the residents’ healthcare since they directly caused all of them to eventually get cancer. I understand the implications of the political climate at the time and how Carter might not have wanted to take responsibility but he could have after leaving office or years later

Nobody got cancer from Three Mile Island. The radiation release was as much as a chest x-ray for the most exposed residents in the area, and less for the rest. The problem was that the people in charge said that there was no radiation release despite the fact that there was some radiation release, and that lie eroded trust in them and the industry.
