Movie is Raising Arizona. They tunneled out of prison. That is the prison in the background. It is a comedy which explains why they are screaming in the middle of their prison escape and not a single guard thought to check that out.
I don't know what "holding" means, here; they apparently omitted an important word. But this can be rephrased as, "This is what it's like when you find the friend (with whom you came to burning man) that was «holding»."
Friend who was holding: Friend who was carrying the drugs. And bought them too. That one friend who always buys the drugs and shares them because he's terribly insecure and afraid no one would invite him otherwise, and he's probably right about that.
