I think you got a little confused. Secret of Blue Water is from Gainax, not from Studio Ghibli. Also the Disney deal got them distribution rights, not story or character rights, which doesn't really apply in this case anyway, because Atlantis gets story and character ideas from all over classic sci-fi and fantasy elements, just like Nadia did. Both Gainax and Disney were cribbing from Jules Vern and Edgar Rice Burroughs, which is fine because artist have constantly been cribbing them both.

Fantasia that's all live dancing blended with heightened reality would be an expression of art that Disney hasn't truly reached maybe ever.

They're just going down the list of successful films, knowing that millenials will take their children to see a new version of something they saw as kids. The less successful films and the cult hits will make less money, so they're lowest on the list (if they're on the list at all).
Robin Hood didn't make a ton of money, but it was on their upcoming list of "live action" remakes for far too long. Glad to see it's most likely not going to happen.
I truly think that Atlantis and subsequently Treasure planet were the peak of Disney 2D animated films and after that they started to decline. Just my take o3o
