No, I think they should instead automatically fire cops who refuse to identify themselves or hand over their badge numbers and fellow officers should be required to report colleagues who behave this way or face the same consequences. This is the kind of solution only makes sense as a workaround
Cops should have their name and their badge number printed in big, reflective letters on the back of their vest (and their jacket, in case they wear that over their vest). It should be like how they do for sports jerseys, except instead of identifying your favorite player it's for identifying rotten pork.
