You're misunderstanding the use of the term "safe word". It's not a word that returns things to a safe state, it's an agreed upon word that is reserved, kept safe from use, except when one partner or participant wants events to stop. It's the word that is kept safe, hence "safe word". That way you can agree that words like stop and no can be used but ignored.

Yeah, it's more a time-out word. For use when someone needs the current situation to halt. And that can be for any reason. And doesn't mean they don't want to get back to what was happening after that moment.
