Mike's Johnson doesn't want to make any decisions before the election.
If he follows the Trump/GOP mantra, he makes Repubs happy, but they already own those votes. At the same time, he makes the minority group of Repubs unhappy and they won't turn out to vote. Meanwhile, he gives the Democrats more issues to play against them in the election.
There are no votes that advantage Republicans coming into the mid-terms. Therefore, avoiding votes is Mike's cowardly strategy.

Republicans know that whenever they do anything it's not popular. Every decision they make loses votes and support because it's actively damaging the United States on every front. Their only winning move is to do nothing, blame it on someone else, and hide because they're cowards.

Not quite the whole story. Republicans will make terrible decisions, but they do so just after an election. They hope the American public will forget what they've done like we so often do. To improve the odds that we forget, Republicans will flood the zone with propaganda and gin up moral panics.
