The question is not well put unfortunately.
Israel IS actually obligated to pay for the rebuilding of Gaza, but will never do it.
The status of the two states and the action made by Israel in the last 50 years are all against international laws.
Israeli should spend so much money on Palestinians and Palestine that would never have enough for having such a good life.
But USA… well you know all this shit.
