In earlier games it added action points, allowing you to do more things in VATS than you normally could (see above gif). In FO4 it does a slow time effect where you move full speed but enemies and projectiles are slow.
I love how it has enough power to blow the guy back, but not enough kick to do it to the guy with the gun, and how the guy actually gets blown back about 100ms after the shot appears, as if the kinetic force takes a bit of time to catch up.
or what about the fact that his sweater reacts a whole 200ms before his body does, and it smacks him in the face at the very moment he gets blown back, as if it's the sweater that does it
The manga has recently gotten some pretty nice omnibus editions. Paperback, but still good for people who want it but haven't been able to in the about two decades it's been out of print
this did light up the hope in me to get a good copy for myself. Sadly, while volume 1 is 38€ the other go from 130€ to 350€ so it's a no go for me. Unless you want em in kindle, but at that point it's better to sail the seas since amazon can pull em back whenever it fucking want like it does with a fuckload of series on prime.
