A valve stem puller will let the air out of the tire without damage, hence no vandalism charges. You can get them at auto parts stores for $2-3.

They definitely don't. Not on standard vehicles.

You should look closer at rhe vehicles in these videos. Most are rented base models, which do not have run-flats. The only vehicles in LA right now that have run-flats are NG APCs. ICE uses normal vehicles, like SUVs, pickup trucks.
