If a U.S. Senate seat becomes vacant in Kentucky, state law requires the governor to call a special election to fill the seat rather than appointing a temporary replacement.
That was not the case for Lindsey Graham, they got a puppet that will vote anyway they want.

South Carolina's appointer of vacant senate seats is Republican.

Lady G is from South Carolina, they knew the Republican governor would appoint another Republican. And he did, he appointed lady G’s sister and she was approved almost instantly.
Kentucky is a different story with a Democratic governor who would most likely appoint Thomas Massey, an independent. So the Republicans are seemingly hiding McConnells death until after August 4th to prevent that appointment.
