Depends, I know my facility if someone causes an incident outside the scope of their said health and safety protocol they can deny the claim. Had that happen at my company recently. Employee got a suspension, but company is over 100k in fines and damages. So like even if someone started a fire, they could be like, well your warehouse didn't have adequate sprinklers or safety protocols, this is your fault, you're paying.
You can buy insurance for those kind of expenses too. They wont take a direct hit. Instead they will get hit with increased insurance premiums over the next decade. That's what insurance is for, amortizing risk over a long period of time. The fire proves the risk is greater than the insurance company thought, so the payments will go up to compensate.
