i think its an LED backlight that has a sign put in front of it that it lights up. my parents got it at a garage sale and i can find a single word on anything to identify it. suspect it missing some pieces.

Gosh, that looks like anti-blinds. Instead of blocking the sun, they bring a brighter light

If you turn it on and the LED bulbs are mostly a mix of Red and Blue (and maybe a few White) then it's a grow light.
Grow lights can also come in some other colors but there's almost zero other uses for red/blue mixed LED fixtures, and they tend to be the most common grow light variety.

the guy who sold it to them said it was a tiny billboard thing and my dad wanted to use it as grow lights
