A good water heater with install should be like....1500ish. A cheap one well below that. Must be a damned low CC limit.

Probably got estimate from a plumber that knows the customer doesn't know what is going on, so they charged 10x the cost.
Get a cheap one for $200 to get by for a few months, install yourself.

Shop around for the unit, installations are not difficult.
Even if you can't do it yourself, buy the unit and pay a handy man 100 bucks.
Pay what you need to and not a dollar more. All set backs are temporary.

@op If it is NOT leaking you can replace the thermostat and the elements for less than 100
It's making a popping sound and tripping the circuit breaker, every time it starts heating up.
@op The heating elements are probably damaged. If you can shut off the power and the water you can pull the elements and check them.
