So I am supposed to be paid even when I am not working, but I haven't received the payments and payroll isn't picking up the phone. I doubt they will be able to fix it by the end of the month because they take bloody forever to do these things according to my coworker who had the same issue two months ago.
I'm not really sure what to do here. I am short half my rent and need $1000 and I have no idea when I will be working next either (I am an on-call employee who mostly fills in for people when they call off work).
Edit: Okay, I screwed up and left out some critical details. So to explain some stuff:
1. I didn't wait 2 months to sort this out. The pay "guarantee" is paid out at the end of the month and part of my pay for last month came through for the week of work I had around the start of the month and a $200 overtime pay check I got seperately. This money went to pay for my rent last month and I screwed up and didn't initially realize that I was shorted around half of what I should have had. So I didn't really notice. I tried talking to some people and thought that things were sorted. Apparently they weren't.
2. I can have the money revoked by my employer if I do anything within a fairly large list of things that would "break my contract" which means they don't have to pay me for periods where I don't work. They are not required to tell me I broke my contract and things that can break it includes things I have little to no power over. Such as not bidding for a full time position when bids come up, which they don't announce outside of the office (and aren't required to announce outside of the office). Or missing a call to work (which I haven't), calling out sick and not being approved for the time off. and so on. (this is what I think happened. I suspect I may have broken my contract without realizing it and am really hoping I didn't.)
3. Technically I haven't worked for 6 and a half weeks, though I probably won't work any time in the next 5 days either... so who bloody knows.

Personally I would go to my union hall and they would sort this out for me shortly. However, since my union works, this likely wouldn't happen in the first place. Good luck OP.

I am talking to my union rep at the moment... my union is kinda in this weird state where it works in some situations, but idiotic decisions in the past have led to them being hamstrung and the fact that our union contract is currently expired, and they have been negotiating for bloody three years now, so it's kinda weird. The issues the new contract is supposed to fix would prevent what I think is happening right now. We had to vote it down due to god-awful stuff about time off being included.

I do have a job. It's not a temp job and I am the last person they would cut if they were laying off the oncall staff as I am the most senior employee on the list (and my employment contract dictates that they have to pay me $12k if they cut me for any reason other than disciplinary reasons)

except that they either 1. goofed up and this can be fixed, or 2. I somehow broke my contract which I can do by sneezing the wrong direction... which is what I suspect happened but since they don't have to tell me I broke my contract... I have no idea if I did or not.

They have set dates for when I get paid for periods I am not working which is at the end of the month. I was technically paid last month (it was around $200 from overtime pay from the previous month. Not sure why it was paid so late.) So I, like an idiot, didn't look at how much I was paid and assumed it was my monthly check. So I realized a couple weeks later it was the wrong amount and started trying to sort out what is going on from there

Call your landlord. It's better to let them know you might be short/late on rent. They are more likely to forgive any late fees or strikes against you if you give them a heads up

@OP, this once was me. But not to the degree of severity you are experiencing. I used to work for Victoria's Secret. Yes, me, a dude, working in a women's underwear store. All questions aside about it, I essentially worked a job that did not care about my regular availability. Sometimes I would even get scheduled for time slots that did not fit my availability. MOST OF THE TIME I did not get scheduled because they had hired seasonal help and needed to spread the available labor hours assigned...

If the store saw less profits or did not meet the expected profit margin, the store was to literally cut down on schedule-able hours, or not schedule some folk as much or at all. Guess what happened to me? I got fed up with it because at the time it was my only sole form of employment while attending college. I needed money for basic shit like apartment rent.

Why did you wait so long to address this? After missing the first paycheck, it should have been made priority to get resolved. I get it that they weren't or aren't answering the phone but do they not have a local office? You can also contact your state's Department of Labor (assuming you live in the United States).

If someone has the resources to help 10 people, but 5 of them are scammers, then at least 5 genuine people have been helped. On the other hand, I have very little money, If I were to try to help someone, I'd have to be VERY sure they are in desperate need. Seems like OP just needs to sort things out with their employer and possibly explain the situation to their landlord. There's no info on rent arrears other than they're short half the rent this month. That's not a big deal.

1) go to a homeless shelter and talk to them, they'll most always have connections to organizations who can provide emergency financial help for situations like yours. Make sure you clean yourself up and look nice when you go. This is very important. 2) on-call work is great for a side gig but never rely on it as guaranteed income or you keep finding yourself in this situation. I know it sucks but you need a stable guaranteed income no matter what you do or you'll NEVER get out of this spot.

In the summer I literally had so much work I was home a total of around 70 hours each month (I work on trains). This isn't a job where I can have a second job. Though I have tried to get into door dash and ubereats but both are full in my area.

The payroll is probably vendored out to who-knows-where, HR probably has only a limited grasp of the system or who to contact to get it fixed. But it saves management an easy few percent on quarterly spreadsheets so the rest of us just get to deal with it forever.

I can't bid daily. They only put up bids once in a while and the only period where bids are known to come up at a set time frame is in early January. I can't afford to drive into to work daily to check and see if bids are maybe open. I have friends who try to call em out as well when they come up if they work when I'm not n stuff but none of us have been working.

I have already talked to the people at the office and they have no control over my pay. Only payroll does and they aren't based out of the location I work at. My manager is trying to help me out though by contacting a friend of theirs in payroll but hasn't gotten back to me yet.

Don't leave. And don't be nice. I once worked at a metal shop that bounced a paycheck, they made this same excuse. The guys in the fabrication shop stacked scrap metal in front of the office doors, and said they would move it once they were paid to do so. Miracle of miracles, they were able to fix the problem with the pay. I wouldn't suggest being this extreme, unless you know how to operate a forklift.

Then email to your landlord and tell him the Situation, that you are stiffed by your current work for 1 1/2 month pays, you are trying to get the money to pay them and that you are getting another job because of it, so that you have a reliable Pay again. Some are A***holes, most are gratefull for a warning and will avoid the hassle of evicting you and getting a new tenant with the risk of loosing 1-2 Month rent instead of getting it later.

I have been applying to jobs for the last 3 and a half months. Currently around 87 applications. I have had three interviews (two with the same company but different departments) and one never contacted me again and the other said no due to "not being extroverted enough" A fourth company (the TSA) has offered me a tentative job offer and I am in the process of accepting that but it has steps I have to complete first.
