how europe and commonwealth's set things up, everyone's a citizen who's got the paperwork currently, if atleast one of your parents has paperwork you're a citizen and get paperwork, but born in say germany with parents that don't have paperwork, piss off. Not exactly... in fact not even really that close. But the TLDR is that many (quite a few actually, maybe even most) countries impose at least some requirements on one or both parents and if neither parent chooses to meet those then the newborn's citizenship reverts to the country/countries one or both parents are from. Basically only in the exceedingly rare case when a county ceases to exist is there the potential of the child being born 'stateless' and even then there are ways to handle that.

It is literally not possible for the 14th amendment to be more clear on this subject. If they can interpret this to mean it doesn't apply to children of non-citizen parents, they'll use it to strip any right from any group they choose.

Not quite that simple. The constitution has tons of out-dated language which the courts have found a way to get around and, shocker, most of those workarounds were actually what imgur would call good: specifically on more equal rights. Sooo, as legal things go, if there are updated interpretations of some parts of the constitution buckle up because now all parts are open to the same thing. Toss in the very very very different Civil War (1861-65) context in 1868 when the 14th Amdt was ratified.
