I'm sure the statue of limitations has expired for many cases. But everyone named in these documents should be investigated. Who was selling state secrets, or supplying insider trading info to investors, or trafficking people for sex,, etc....

"They have to get waterproof cases" is the same excuse they gave for not arresting Trump after the 6th. Taking time to get a case only works if there is a legitimate investigation effort These files are not new. The files are from years ago. There have been years that law enforcement should have been investigating, freezing assets and yes, arresting people. At this point we can be confident that a "waterproof case" is not something law enforcement is interested in.
