That whole scenario in of itself is dystopian. Why should someone on earth be able to have that much money? Doesn't matter if he has it on his bank account or not, he has the influence that comes with that money he only put into assets etc. because that's a nice way to not pay taxes on money he made by stealing taxpayer money. money spent by billionaires to buy politics is, of course, let loose by Citizens United, but the spending is correllated to how much money they have. Driving home in both cases, that this is not a "bad billionaire" problem, but a billionaire problem. Even with Citizens United overturned, they will find a way to buy politics. The root issue is that there are people with enough money to do such a thing one way or another. The corellation is clear.

Here in Germany, campaign finance laws are way stricter than in the US. There's still empirical studies showing in quantifyable data that rich people are many times more likely to get their preferred policies implemented than average people. It's no coincidence. There is no way to have anything like this kind of wealth disparity without rich peopley individually or as a class, exerting outsized influence on political decisions.

The problem is that billionaires exist.

Not just billionaires but yes. I'm your neighbour and we see the same here. A growing wealth disparity and the blame gets put on immigrants while all forms of social security and healthcare are cut. Meanwhile the rich (and not nearly billionaire rich) are free to buy up housing to rent out without having to pay an extra cent.
