If it has the drive to attempt run on a wheel, and can eat solid food (made evident by the food dish), I'd suggest that there's enough of a drive that it wants to continue living. It's normal for quality of life to decrease in age for all species, but I feel like suggesting that there's no QOL and this is "cruelty" is based on its unpleasant appearance and the discomfort of watching something grow old. Stiff joints, balding, tires easy, and compromised mobility are normal signs of old age.
