Dogs like that thrive on training and regimen, but the owner needs to learn how to handle them, then do so. Letting a big, untrained dog off leash in public is a terrible move.
This is why I don’t trust malinois owners. Maybe 1 in 10 put in the work necessary to responsibly own a dog like that but the other 9 are just clout chasing. Owning a dog like that in an apartment complex is a major red flag.
This is why all dogs need to be on a leash whenever outdoors. No matter how well you think you know your dog, or how well you think they're trained, you cannot predict what they will do at any given moment.

We were probably fine in the neighborhood after about a year. But I took extra time to ensure I could successfully manage when an unleashed dog came at us. I’ve worked with Belgians most of my adult life, and currently have two as “pets”. They get 2, 45 minute sessions every day. One session is almost always basic obedience reinforcement and the other is for their primary skill set. Hicks is SAR and Ripley is Security and scent. They get cross training as well. Usually in agility. They also get to play outside as much and as often as they want(multiple acres of woods and bamboo with fencing collars).
They should add harnesses or head lead to the leash law for dogs over a certain size or weight. So they can't pull their head out of their collar. The guy could have lifted his dog without strangling it and the woman could of pulled hers away with a head harness collar.
Leash laws mean nothing to bad dog owners who live in their own world. Her dog was either loose to begin with or slipped his collar. A harness or head collar in someone like her hands will barely slow a strong determined untrained dog down. They can and will slip out of those, or just pull free because they're stronger than their owner. A choke chain/prong collar is more effective on large breeds, regardless on how people feel about them. Also, the guy's dog IS in a harness and is not choking.
Hook up at the front of the harness, not the back. If you hook on the front, when they pull it turns them facing you. Hooking on the back reinforces pulling.
