However, the grey area is that you are not suppose to get to close to them which I cannot find any defined context for too close. My guess is that they can exploit the loophole by claiming you are always too close no matter what.
And if they can claim you are too close and you refuse to move back then you are breaking the law by "obstructing" which does fall under the federal statue. But, based off what I could find courts will generally side with you that you weren't obstructing but that is already after you have been arrested...so it's kind of mute point and all that to say they can arrest you essentially illegally (sometimes the courts rule against you still.. )

It's a myth that cops "have to give you their badge numbers and names". It's usually the individual PD's policy for if they should or have to show this information. They do have to do things like identify that they're police officers and tell you if you're detained, etc.
They don't have to, unless they interact with you. If they get in someone's face and threaten arrest, they absolutely have to be identifiable, otherwise there is no way to hold a specific person to account . . . which is kinda the point of them ignoring this.
