there are two ways to look at this and they are applicable to most things that entail handouts from the government.
the Democrats will give handouts in deserving situations to everyone, even to some who don't need them to make sure that those who do need them will get them.
the Republicans will deny handouts to everyone even those who need then just in case a Democrat might get something. the Republicans will impoverish their own in their zeal the make sure the other side suffers.
