Me and my brother did mountain bikes for about 2 years, he busted a rib and his scrapped his face and i explosed one of my knee acl. We stopped. Mountain biking is a bit stupid(Or we were very bad) and very expensive. A mountain bike is about 10 times more expensive than a decent hybrid.

Punishment for wrong behaviour does not and has never been a good idea. Humans, like most mamals, respond best to positive reinforcement. That kid should not have been given fireworks, but to punish him for playing with something he has been given is damaging for the kid. There is reason why we dont hit/strike kids and the same reasoning is applyable for punishment of all kind. Just talk to your kid or they will end up dysfunctional like most of us.
I mean, they have a festival in Mexico where they deliberate fire shit tonnes of fireworks at each other. Some countries take a more laissez faire attitude to safety.
