It's not fluorescent but retroreflective. It reflects the flash (or headlights) right back at you. Unless the bear can fly no issue.

Because when most people are faced with something that appears unlikely, they assume ordinary justification for it.
ie A third eye isn't likely, it's probably something else like a bit of a harness reflecting light.

Reflectors bounce light back to the source. Sunlight and moonlight would not illuminate these for predators.

Well, that should only happen if the sunlight is nearly behind you, putting you in the path of that returned light. Not a common angle.
