for small robots with both a very low center of mass and extra track length to prevent flipping, yes, but only for inclines with smaller angles and shorter distances between steps (tanks crossing trenches). Even then, it's still slower, more likely to get stuck, and, heavier compared to legs. That said, I suppose you *could* have the torso rotate with the treads to reduce tipping.
