That's honestly not a bad thing most of the time. Chases are dangerous for everyone around. You have to weigh the risks of someone getting away against the dangers of two erratic, speeding cars. In this level of traffic, chasing is not the right call. Catch the license if you can on the dashcam and write a ticket later, but chasing them down would put everyone else around them at additional risk.
Assuming the plate was valid sure. And we dont know why they were speeding, maybe they just did a hit n run or something worse. Yes it absolutely is a per incident call. That is why the rules for chases were changed, they do not need permission to start chasing a murder suspect and such, just the low level traffic crimes. The data suggests it has not lowered speeding traffic deaths, only the ones caused from a police chase, which were already pretty low numbers. Im fine with the change so far

Its not enough to prove the police were the root cause once you adjust for the deaths caused by the suspect in said chases. IE, its a wash. The real gains are in bystander deaths, property damage and tax payers paying for lawsuits (rightfully so) from those deaths.

Laws are there for cops and the court system to selectively enforce upon anyone that challenges the status quo and has a surge in popularity. To destroy their reputation and get them out of the public eye and into prison.
