Just comes down to framing a threat as a problem for Americans. A lot of people don't actually care what's happening if it won't affect them directly. (that is to say they can care, but they are far less willing to take direct actions or approve of them) so they are trying to create a domestic justification. Iran *could* have a bomb and that bomb *could* in theory be used against Americans. Will people believe them?some yes and some no. But that's their narrative for doing so.

TBF Iran (and most anyone with a good intellect and some textbooks) knows *how* to build a nuclear device. Not a super powerful one perhaps without a bunch of non nuclear testing first (IE implosion type) but a gun type one is conceptually pretty simple. Actually getting the materials however is really the main challenge of the whole deal. Iran has also (I'd wager) had enough time to do the non-nuclear part of an implosion type device.

One could argue much of that is due to you know, the bombings as well as an ongoing campaign by the CIA et-al rather than any intrinsic limitation. Pakistan has nukes now and they are broadly comparable economically (Iran ranks ahead as a rule)

I don't think it's drug cocktails and stuff but instead, realistically, he already has speech issues with his age everyday. On top of that we know he doesn't sleep much, I'm not sure out of choice or what but he gets a few hours a night. That can cause slurred speech easily. But between his age and sleep patterns it's also why he nods off significantly more than Biden did in meetings.
