My understanding was that they ended up painting it nearly the same colour but they sealed the base this time. The slow leak they sealed up had allowed fresh water in and slowed the rate it became nasty at.

exactly - you can mitigate the issue with better circulation systems and treating the water but that's about it unless you do stuff like put copper in the bottom of the pool to abate algae formation but then you'll have people diving in to steal the copper or something. The worst thing you could do is paint the bottom dark to raise the temps and speed up the formation... oh wait... nm.

Dark colors absorb the heat from the sun instead of reflecting it. So the reflecting pool's ambient temperature post paintjob is warmer than it was pre paintjob, which contributes to a better environment for algae to grow.

yes BUT, the pool bottom was already dark granite. My question about the reflecting pool is, why did it have no algae when I visited decades ago...
I suspect but am not sure, that the original design had copper and zinc elements meant to be periodically replaced. They would prevent all algae.

We used copper sulfate (known around here as 'bluestone,') to control algae in our small (3 acre) lake. It was a balancing act: kill the algae but not the fish. Of course, no fish in the reflecting pond, so bring on the bluestone!

You can just leave copper rods bound in zinc wire in the water if fish are not an issue. Livestock tanks control algae this way. Bluestone wants you to keep buying their products :P

The simple version is that skilled and trained engineers were in charge of things back then, so when algae /did/ build up (which did happen), they dealt with it quickly and efficiently without fanfare. Now Trump's hired one of his golf course maintenance companies to do the job that used to be done by people who knew how to maintain a large pool like it and oops, turns out those skills are not transferable. :/

They also swapped from using DC potable water to using non-potable river water, but that was almost a decade ago and things were fine after that once they got it cleaned up a bit. This algae problem (before and after the renovations) is entirely the Trump admin firing the trained and skilled people who were doing the job well and bringing in his buddies who have no idea what they're doing instead.
