If he makes the usual cheap manufacturing companies too expensive to use compared to alternatives, companies will switch to the alternatives. What's baffling, though, is trump also said he will tariff the BRIC countries (which includes Russia). So, at this point, I have no clue wtf trump's goal is. It's not even spaghetti thrown at the wall to try to stick, it's just monkey flinging feces at this point.
