It would be Pyongyang, not Pyeongyang. PyeongChang added the e and capitalized the C to distinguish it from Pyongyang.

Pyeongyang and Pyongyang are both acceptable spellings. They’re using different systems to Romanize 평양. Pyeongchang can also be Pyongchang.
