3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘United States-Israel
5 Framework for Upgraded Technologies, Unified Research,
6 and Enhanced Security (FUTURES) Act of 2026’’.
7 SEC. 2. SENSE OF CONGRESS.
8 It is the sense of Congress that—
9 (1) the United States and Israel—

technological ties; and
(B) can benefit from further joint innovation and rapid technology deployment in facing
common and evolving security challenges;
(2) Israel is a strategic and capable ally of the
United States that advances United States strategic
interests, strengthens United States military capabilities, and bolsters the United States economy;
(3) as a global leader and innovator in the development of defense technology, Israel is a close
foreign defense partner of the United States;
(4) on September 14, 2016, the United States
and Israel signed a 10-year memorandum of understanding reaffirming the importance of continuing
annual United States military assistance to Israel
and cooperative missile defense programs in a way
that enhances the security and bilateral relationship
between the two countries;
(5) the United States-Israel defense partnership, through sustained joint research and development, has yielded critical advances in both countries’
national security capabilities in areas such as missile

1 defense, directed energy, counter drone, anti-tun2 neling, counterterrorism, and emerging technologies;
3 (6) to maintain Israel’s qualitative military edge
4 while deterring adversaries and ensuring mutual se5 curity, the United States and Israel must expand co6 operation in emerging domains; and
7 (7) to grow American technological supremacy,
8 the United States must leverage the unique capabili9 ties offered by each country and more rapidly inte10 grate jointly developed and Israeli-origin defense
11 technologies into United States military systems,
12 programs of record, and the defense industrial base.
13 SEC. 3. ESTABLISHMENT OF THE UNITED STATES–ISRAEL
14 DEFENSE TECHNOLOGY COOPERATION INI15 TIATIVE.
16 (a) ESTABLISHMENT.—The Secretary of Defense,
17 with the concurrence of the Minister of Defense of Israel,
18 shall establish a cooperative initiative, to be known as the
19 ‘‘United States-Israel Defense Technology Cooperation
20 Initiative’’, to expand and accelerate bilateral defense
21 technology research, development, testing, evaluation, in22 tegration, and industrial cooperation by—

24 technologies with operational utility for integration
25 into United States systems and programs of record;

1 (2) conducting collaborative research initiatives
2 involving government, private sector, and academic
3 institutions in the United States and Israel, in a
4 manner that protects sensitive technology and infor5 mation and the national security interests of the
6 United States and Israel;
7 (3) facilitating the transition of technologies
8 from research and development into procurement
9 and acquisition pathways;
10 (4) establishing frameworks for joint ventures,
11 licensing agreements, and United States-based co12 production or manufacturing partnerships with
13 Israeli industry;
14 (5) coordinating with relevant Department of
15 Defense components, including the Irregular War16 fare Technical Support Directorate, capability devel17 opment and innovation divisions, the Defense Inno18 vation Unit, the United States-Israel Operations
19 Technology Working Group, the Defense Advanced
20 Research Projects Agency, the Missile Defense
21 Agency and United States Space Command, and the

3 readiness to deploy jointly developed technologies.
4 (b) INITIATIVE DOMAINS.—The Initiative shall be
5 carried out through cooperative efforts in domains such
6 as the following:
7 (1) Counter-Unmanned Systems including aer8 ial, maritime, and ground platforms.
9 (2) Anti-tunneling and subterranean threats.
10 (3) Missile and air defense technologies, includ11 ing Golden Dome for America.
12 (4) Artificial intelligence, quantum, machine
13 learning, and autonomous systems.
14 (5) Directed energy and advanced sensing.
15 (6) Cyber defense, electronic warfare, and dig16 ital resilience.
17 (7) Biotechnology, biomanufacturing, and med18 ical defense.
19 (8) Network integration, data fusion, and con20 tested logistics.
21 (9) Defense industrial base cooperation, manu22 facturing, and co-production.
23 (10) Other emerging technologies as jointly
24 agreed by the United States and Israel.

2 FEDERAL DEPARTMENTS AND AGENCIES.—The Sec3 retary of Defense shall coordinate activities under the Ini4 tiative with the Secretary of State, the Secretary of Com5 merce, and the heads of other relevant Federal depart6 ments and agencies, to ensure consistency with existing
7 laws and regulations.
8 SEC. 4. REPORTING.
9 (a) INTERIM PROGRESS UPDATE.—Not later than
10 180 days after the date of enactment of this Act, the Sec11 retary of Defense shall provide to the congressional de12 fense committees an interim briefing or written update de13 scribing—
14 (1) steps taken to stand up the initiative;
15 (2) early coordination with Israeli counterparts;
16 (3) initial technology areas identified for accel17 erated cooperation and technologies with operational
18 utility for integration into United States systems
19 and programs of record;
20 (4) Department of Defense components des21 ignated to lead implementation; and
22 (5) any early transition, prototyping, or integra23 tion activities initiated during the period covered by
24 the update.

2 the date of enactment of this Act, and annually thereafter,
3 the Secretary of Defense shall submit to the congressional
4 defense committees a report on implementation of the pro5 gram established under this section. Each such report
6 shall include—
7 (1) a description of activities conducted under
8 the program;
9 (2) an assessment of progress made in advanc10 ing shared national security interests;
11 (3) an assessment of the program’s collabora12 tion with other relevant Federal programs, including
13 the United States-Israel operations-technology work14 ing group and United States-Israel cooperative pro15 grams run by the capability development and inno16 vation division and the irregular warfare technical
17 support directorate;
18 (4) a description of technologies transitioned
19 into United States acquisition programs or fielded
20 systems;
21 (5) a description of partnerships established
22 with United States and Israeli industry; and
23 (6) recommendations for future priorities and
24 assessment of resource needs, including further au25 thorities necessary to promote the long-term integra•S 3855 IS

1 tion of joint capabilities between the United States
2 and Israel.
3 (c) FORM.—Each report required under subsection
4 (b) shall be submitted in unclassified form but may in5 clude a classified annex.
6 (d) PUBLIC TRANSPARENCY.—The Secretary of De7 fense shall make available on a publicly accessible website
8 of the Department of Defense periodic, unclassified up9 dates, to the maximum extent practicable, on activities
10 conducted under the Initiative, including a description of
11 how these activities contribute to American technological
12 and military supremacy. Such updates shall be made in
13 a manner that ensures that classified information or other
14 information that would compromise operational security,
15 export controls, or sensitive technology are not released.
16 (e) CONGRESSIONAL DEFENSE COMMITTEES DE17 FINED.—In this Act, the term ‘‘congressional defense
18 committees’’ means the Committees on Appropriations
19 and Armed Services of the Senate and the House of Rep20 resentatives.
21 SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

23 for each of fiscal years 2027 through 2029 to carry out
