Eh, maybe in the sense that not that many people will turn out. But they're planning for at least 90,000 attendees. Assuming an even 50/50 split, and 1 fixture for every 115 or so males and 1 fixture for every 60 or so females (typical math for outdoor events) would put them at 1100-1200 fixtures total. Based on this one picture, it looks about right. (source - I've worked in the live events industry for twenty years)
