It's tradition, & partly a religious thing. Cat=pure (unlike e.g. dogs or pigs) + some legend about 1cat saving the Prophet from a snake 2/2
I'll add that cats are always welcome in a Mosque gardens (sometimes, inside the Mosque itself); Istanbul is particularly famed for cats 3/2
