If I were the governor of a state refused federal disaster aid over petty political bullshit, When Trump came to visit. The state police blockades of the freeway would mysteriously be missing and no roads would be closed and there would be a message on the Secret Service voice mail that simply states "Due to lack of funds for disasters we have eliminated all capacity the police departments for VIP services"

I think the more relevant stat is money paid to the Fed vs Fed benefits paid to Cali and Cali (IIRC) pays far more to the Fed than they get back. So not only have they just punched a big hole in the Fed budget they have also improved their own finances.
