Some forms of martial arts use a system where you are rewarded with stripes for your belt. I guess the joke here is that it’s relatively easy to achieve the third stripe on the white (beginners) belt.

Another layer to this is that in some schools, the stripes are explicitly not official steps before promotion to the next belt. They're confidence boosters for students the instructors don't consider promotable yet (but they don't tell them that).

In the organization I was in, they were only added when achieving a new belt, so they were meant as a sort of bonus grade on how your last test went. Which of course couldn't apply to white, so I'm guessing your version is more applicable to this one.
