Shorter snouts are more maneuverable when feeding out of things like that.
Thus, an evolutionary pressure is applied to select for shorter ones.

#34 okay, yes, but the actual worst part about this is that we had been fighting there since the late 50's and we learned every single lesson before we ever expanded the war with the marines and then army dinguses. The dipshit brass and officer's just never wanted to listen to reason when sending their men into the field. (It wasn't as bad with better trained units, but once Macnamara's draftees got involved it was a field day for the NVA (specifically, as they were well trained and experienced)

I have issues with it. The cape is held on by the front placket, which makes closing it difficult and dramatically throwing behind your shoulders near impossible.
Also, I'm a short, stout, bald dude, so I'd look kinda ridiculous in it.
