Once when in Madrid, I saw a pigeon with a string tangled on its foot. Something was dragging along on that mess of string. As it got closer we realized it was a dead chick. We were obviously horrified, but couldn't do anything about it. At one point the thing took flight, and by flight I mean 5ft off the ground, trailing it's dead baby on 6" of string, and nearly missing the heads of other diners enjoying their tapas. Could you imagine getting slapped in the face with a decomposing pigeon chick
This person let the bird go several times, gave them time to recover, and then gently held their beak again. Zero aggression despite the bird's obvious discomfort. Not gonna second guess them, although I would trust an expert opinion.
I've been around racing pigeons most of my life. This is not a wild pigeon at all, and the person is very used to handling them. Pigeon would definitely prefer to not be handled, but is absolutely used to it as well.
people do keep pigeons as pets, and they were one of the first animals humans domesticated. Not saying it's not wild, and it's still an impressive show of trust, but could be a pet. Racing pigeons are also very much a thing and have quite a crazy history during WWI
