That's true in a social hosting situation (such as a private party in one's home). Whether they're legally allowed to give it away free if they're a licensed alcohol vendor is another issue.

The exact opposite, actually. This brewery is in Wisconsin. Like most states, they cannot give alcohol away to customers for free as a business promotion. The Wisconsin DoR specifically notes that businesses may not give away alcohol beverages to customers without the appropriate authority/license, and Wisconsin regulates these types of giveaways. There are cases where a brewery CAN, but this would not qualify. It is technically grounds for revocation of your permit, but they'll win on appeal.

Among many different reasons why Walker got the restraining order in the first place, is because Bangstad was making posts accusing him of *murdering his brother* and posting photoshopped images of Walker sexually assaulting his employees. Bangstad is objectively the person in the wrong here.

The "other" side of this particular dispute Greg Walker, the guy that called the cops, did so because his business is across the street and Bangstad had been constantly harassing him, to the point where a judge issues a no-contact order barring Bangstad from communicating with him. Bangstad proceeded to round up a bunch of drunk people and stand on his side of the road yelling obscenities at Walker. Walker is in the right here, he didn't do anything wrong, just reported a parole violation.

Failing to pay taxes is enough to suspend or revoke a liquor license everywhere I know of. I have one in PA, and every annual renewal requires a clearance from the PA Dept of Revenue to demonstrate no outstanding tax debt.

Often, failing service industry businesses will claim or cause controversy as they’re just about over the cliff. It’s much easier to start a new business if your last one was closed for political reasons than tax & liquor license fraud.

Contract brewing is common. IIRC, it was about $500 in missed taxes. That state also has conflicting laws regarding alcohol.
