It's not good there. Instead of the racism being overt, it has been institutionalized, burned into the culture and understood to just BE.
As a teenager at school it was simply known that if you weren't a white girl, white guys would sleep with you but they'd never date you. There were some places non-white teens just didn't go, because they knew it would end badly. No racist slurs. No fights. No Nazi salutes. Just "Know your place."
Been a while since I watched it, but I'm pretty sure: He'd just finished giving a speech about how they weren't just going to let themselves die and be the end of humanity. They weren't buying it, so he made them.
