No, it starts, but it won't send anything to the TV. It's not the cable, because the cable works with my GameCube.
No audio either? If there's no audio or video, then it might still be a power issue, but internally. Capacitor swap would likely fix it.

Yeah probably just a capacitor swap, assuming the cartridge slot is clean (you can clean it with rubbing alcohol and a q-tip).
