Dunno how it works in Australia, but in the US business liability insurance requires you to call an ambulance if an injury occurs on your property. Of course, they can always refuse treatment if they're conscious.
Where I work in Colorado, the policy is we must *offer* to call an ambulance and document the response - unless there's blood or other circumstances that make us go "Yeah you aren't in a state to refuse," e.g. seizure, unconsciousness, visible bone, etc
I mean we're kinda getting into the weeds here, but the sidewalk out front can be considered the business's responsibility, especially if it's on the property deed.

Establishments are required to have atleast 1 first aid certified employee on at all times, who can render first aid and determine if it needs to be escalated. When I worked as a mcmanager in Canada I had a lady trip on the curb and bash her nose, never unconscious. I rendered first aid and she went about her day. If its something that definitely an ambulance is required, then yes accountability comes swift.
